Falsely blaming coin collectors for the coin shortage, the government removed the mintmarks from coins in an effort reduce "hoarding." As ridiculous as that sounds today, it was very real in 1965, and resulted in three years of very small and very bland mint sets. The half dollar was reduced to 40% silver, and would continue with that composition through 1970. No official Mint Sets were sold by the Treasury, so collectors had to make due with privately packaged sets.
